I love this! I am planning to write a citizens guide to filing FOIA requests as a way to: expose process failures, slow unlawful practices, strengthen oversight, and protect constitutional rights. I would love it if you would check it out when it publishes!
2024 was the most dangerous in history: The highest budget for ICE, the largest number of murders by ICE, the largest number of raids by ICE in history.
Where were you in 2024 and why do you suddenly care now?
"Portland law enforcement warned ICE agents they would be arrested if they drove through a crowd of protesters."
That seems not to be a case of non-cooperation or not enabling. There might be value in reframing it as law enforcement applying to ICE agents (i.e., they're not above the law).
"And in Chicago, an ICE agent called for assistance after being run off the road by a suspect. The dispatcher instructed all units to “clear out” and not respond, saying, “We’re not going over there.” Police eventually responded 1 hour and 10 minutes later."
And relative to the first note above, not performing their duty to the public by intentionally not responding is risky and generally inappropriate, perhaps hypocritical (absent a legal basis for doing so).

I visited a local Compare Food store in Charlotte. They have free food delivery to targeted immigrants. Talking to the cashier, I saw fear in her face, even thought she is a legal citizen.
